India to License Satellite Internet Without Auction, Aiding Starlink

  1. The new Telecommunication Bill for 2023 opts for the allocation of satellite communication (satcom) licenses through an administrative route, a move favoring foreign players like Elon Musk’s Starlink and Amazon’s Kuiper.
  2. This decision diverges from the recommendations proposed by Reliance Jio, led by Mukesh Ambani, which suggested bidding for satcom licenses.
  3. Foreign players have expressed concerns about potential cost overruns if the government were to pursue an auction-based approach for licensing.
  4. The proposed provision in the Telecommunication Bill aims to replace the outdated Indian Telegraph Act of 1885 and the Indian Wireless Telegraphy Act of 1933.
