A useful measure of that claim will be whether outside quantum companies can qualify designs, obtain predictable slots and receive comparable process data without being locked into IBM’s own hardware roadmap.

Quantum systems still need error correction, control electronics, software and workloads that outperform classical alternatives. The foundry is an enabling layer. Its practical value should be evaluated through repeatable wafer results, independent customer programmes and disclosed milestones rather than headline funding alone.
