Odisha Plans Rs 50,000-Crore Deep-Sea Port And Shipbuilding Hub To Boost India’s Maritime Economy
The Indian state of Odisha is making a big bet on the sea. It will spend more than Rs 50,000 crore (a crore is 10 million, or 1 followed by 7 zeros). With this money it will build two things. One is a deep-sea port in a place called Ganjam. A deep-sea port is a harbour where the water is deep enough for very large ships to come right up. The other is a shipbuilding cluster in Paradip. A cluster is a group of companies that all work in one place.
The plan is meant to help Odisha’s coast earn more money. It also helps India’s “maritime economy.” Maritime economy is a fancy way to say all the business done using the sea, like trade, shipping, and building ships.
The state’s leader, Chief Minister Mohan Charan Majhi, shared the plan. (A Chief Minister is the top elected leader of an Indian state.) He said India’s seas are “gateways to immense opportunities, prosperity” and to working with other countries. In simple words, he means the sea can bring lots of chances and wealth. He spoke at a national meeting about keeping the seas safe, held in the city of Bhubaneswar.
The deep-sea port at Ganjam
A brand-new port is planned at a spot called Bahuda, in Ganjam district. It will be near where the Bahuda River meets the sea. This is a “greenfield” project. Greenfield means it is built from zero on empty land, not added on to an old port. This one could be one of the biggest brand-new ports on India’s east coast.
The port by itself may cost more than Rs 21,500 crore. Because the water is deep, big cargo ships (ships that carry goods) can come right up to it. That makes shipping cheaper and lets trade move faster.
The shipbuilding cluster at Paradip
The second project is a shipbuilding cluster at Paradip. Think of it as one big area where lots of sea-related companies sit close together. It may cost about Rs 24,700 crore.
The plan is to bring in many kinds of firms. These include yards that build ships, docks that fix ships, companies that make ship parts, and other helpers. The goal is for India to build more of its own ships, so it does not have to buy as many from other countries.

Why a deep-sea port is a big deal
Most ports can only take ships up to a certain size. A very big ship has to stop at a deep port far away. Then its goods are moved onto smaller boats to finish the trip. This extra step costs more money and takes more time. A deep-sea port skips that step.
With deep water, the largest cargo ships can come right up to the port. That makes moving goods cheaper. Odisha’s coast sells a lot of goods to other places. A deep port can pull in factories, traders, and shipping companies that want lower costs.
What a shipbuilding cluster brings
A shipbuilding cluster is more than just one shipyard. It is a whole area where firms that build, fix, and supply ships sit close together. Being close lets them share workers, parts, and skills. That helps the whole area work faster and cost less.
Today India buys many of its ships from other countries. The Paradip cluster wants to change that. If it works well, more ships will be built in India. That means more skilled jobs and money that stays in India instead of going abroad.
A first for the maritime security meeting
The news was shared at the 14th Multi-Agency Maritime Security Group (Policy) Meeting. This was the first time this important meeting was held outside New Delhi, India’s capital. Holding it in Bhubaneswar showed that Odisha is becoming more important in India’s sea plans.
Odisha has a coastline that is 575 kilometres long. (A coastline is the edge of land where it meets the sea.) The Chief Minister said the state traded by sea with Southeast Asia about 2,000 years ago. So this plan is really going back to an old strength.
Why it matters (especially for India and founders)
Big ports and shipyards make jobs. They also pull in money from private companies, which is called private investment. They help India send goods to other countries more cheaply. And they let India build its own ships instead of buying them from abroad. For new business owners (often called founders) in shipping, sea gear, and trade, a new hub on the east coast brings fresh chances.
This plan fits India’s bigger push to build more roads, ports, and factories. (This kind of building work is called infrastructure.) It sits next to other large projects by states and the central government. It is a lot like other rules that shape India’s economy, from new government fee rules to plans that help factories. A stronger sea economy can grow exports (goods sold to other countries), safety, and coastal jobs all at the same time.
FAQ
Where will the new deep-sea port be built?
At Bahuda in Ganjam district, near where the Bahuda River meets the sea, on Odisha’s coast.
How much is being invested?
More than Rs 50,000 crore in total. The port is over Rs 21,500 crore. The Paradip shipbuilding cluster is around Rs 24,700 crore.
Why does India want more shipbuilding?
So it can build more ships at home and buy fewer from other countries. This helps trade, makes jobs, and keeps the coast safe.
How long is Odisha’s coastline?
About 575 kilometres. The Chief Minister said the state traded by sea with Southeast Asia about 2,000 years ago, so it has a long history with the sea.
What is a maritime economy?
It is all the business done through the sea. This includes ports, shipping, fishing, building ships, and ocean trade. A strong maritime economy can grow exports, jobs, and coastal towns.
The bottom line: Odisha is putting more than Rs 50,000 crore into a deep-sea port and a shipbuilding hub. If they are built well, these projects could make the state a big driver of India’s sea economy.
