PayU Agent HQ has launched as an AI-agent store for Indian small and medium-sized merchants, letting businesses select tools for product discovery, growth, payment operations and conversational customer experiences. PayU says the service is built into its merchant environment and requires no separate technical integration for the packaged agents.
How PayU Agent HQ divides merchant work
Everyone else is reporting a catalogue of AI helpers; we are explaining the control model. An agent store can reduce the cost of experimentation for a small business, but it also creates a new question: which actions can an agent take without a person approving them? The usefulness of Agent HQ will depend on whether each job has clear boundaries, logs and reversal paths.
The launch covers four broad areas. Discovery agents are intended to make a merchant’s products understandable to AI shopping services. Growth agents support marketing and conversion work. Operations agents address payment tasks such as chargebacks, reconciliation, refunds and settlements. Merchants can also build conversational assistants for their own customer journeys.
PayU describes the system as no-code and zero-integration for merchants already using its dashboard. That can shorten setup, yet it does not eliminate configuration. A business still needs to decide which data an agent can access, which products it can describe, what language it may use and when it must hand a request to a staff member.
Payment operations require the tightest permissions. Reconciliation and settlement queries may be low risk when they only retrieve records, while a refund or chargeback response can move money or affect a dispute. Good deployment separates read-only tasks from consequential actions and demands explicit approval for anything that changes a customer or financial state.
Discovery also needs accuracy controls. If an agent publishes the wrong price, availability claim or return condition to an AI shopping service, customers may rely on it before the merchant notices. Product feeds should therefore identify their source, update time and owner. Merchants should be able to pause an agent and correct all downstream representations.
PayU says its network includes more than 4.5 lakh merchants and over 700 million shoppers, and that it has processed transaction volume above ₹7,800 billion. Those are company-reported scale figures. They explain the operational context available to PayU, but they do not prove that a particular agent will improve an individual merchant’s sales or support quality.
The platform arrives as payment providers compete to become broader operating systems for merchants. Lapaas Voice previously examined how BharatPe’s agentic merchant support connects assistance to business tasks. Our report on agentic-payment identity controls shows why the actor, permission and liability chain must remain visible.
For an SMB, the right evaluation begins with one bounded workflow. The merchant can compare completion time, error rate, staff overrides and customer complaints against the existing process. It should then expand only when the agent’s actions are traceable and employees understand who owns exceptions. A collection of agents is useful only if operating discipline scales with it.
PayU Agent HQ lowers the interface barrier to deploying AI in commerce, but it does not outsource accountability. Merchants remain responsible for product claims, customer treatment and money movement. The strongest version of the service will make that responsibility easier to exercise through granular permissions, evidence trails and human review rather than hiding it behind automation.

What merchants should document
Before activation, a merchant should record the agent’s purpose, allowed data, permitted actions, approval threshold and named human owner. It should retain version history and sampled outputs, then define a shutdown path for inaccurate product claims, mishandled disputes or unexpected customer messages. Those records turn a convenient dashboard choice into a governable business process.
