Vietnamese electric vehicle maker VinFast has signed Letters of Intent (LOIs) with more than 50 electric motorcycle dealer partners in India as it prepares to expand into the country’s electric two-wheeler market. The proposed dealer network will cover 34 cities across 15 states and Union Territories, giving VinFast a substantial distribution footprint ahead of its dedicated e-motorcycle rollout.
The expansion marks VinFast’s first dedicated distribution network for electric two-wheelers in India. The company, which entered the Indian market with electric cars in 2025, is now seeking to tap the country’s much larger two-wheeler market, while simultaneously building charging infrastructure and after-sales capabilities to support its planned network.
VinFast Signs LOIs With 50+ Dealers
VinFast and its first group of Indian dealer partners signed the LOIs at the company’s manufacturing complex in Hai Phong, Vietnam, during a working visit by the prospective dealers.
Under the agreements, the partners will work toward establishing more than 50 electric two-wheeler showrooms across 34 cities in 15 states and Union Territories. The company said the selected markets have large two-wheeler populations and significant potential for electrification.
VinFast’s planned India network
| Metric | Details |
|---|---|
| Dealer LOIs | 50+ |
| Planned showrooms | 50+ |
| Cities | 34 |
| States/UTs | 15 |
| Vehicle category | Electric two-wheelers |
| Network type | Dedicated e-motorcycle distribution |
| Additional focus | Charging infrastructure and after-sales service |
The agreements are Letters of Intent rather than completed store openings, meaning the planned outlets still need to be established by VinFast and its dealer partners.
Showrooms Planned Across 15 States and UTs
The planned network is spread across major regions of India.
In the north, VinFast plans to establish outlets in Delhi-NCR, Rajasthan and Punjab. Central India will include Madhya Pradesh, Chhattisgarh and Uttar Pradesh, while Maharashtra and Gujarat are among the western markets.
In southern India, the network will cover Karnataka, Telangana, Tamil Nadu, Kerala and Andhra Pradesh. West Bengal and Odisha are included in the eastern region.
The broad geographic footprint suggests that VinFast is targeting a national distribution strategy rather than limiting its initial two-wheeler operations to a handful of major metropolitan markets.
India Is a Major Two-Wheeler Market
India’s enormous two-wheeler market is central to VinFast’s strategy.
According to VinFast, 21.41 million two-wheelers were registered in India during fiscal year 2025-26. Electric vehicles accounted for 6.54% of those registrations, leaving a large portion of the market still powered by conventional internal-combustion engines.
India’s two-wheeler market
FY2025-26 two-wheeler registrations
Total two-wheelers 21.41 million
Electric share 6.54%
Non-electric share 93.46%
For VinFast, the relatively low share of electric two-wheelers represents both an opportunity and a challenge.
The opportunity is the potential for EV adoption to increase as consumers become more comfortable with electric mobility. The challenge is that the company will need to compete against established manufacturers with large dealer networks, strong brands and extensive service infrastructure.
VinFast Enters a Competitive E-Scooter Market
VinFast will enter a market where several Indian manufacturers have already established significant positions.
The country’s electric two-wheeler segment includes companies such as TVS Motor, Bajaj Auto, Ather Energy and Hero MotoCorp, alongside other EV-focused manufacturers.
These companies already have varying combinations of manufacturing capacity, dealerships, charging partnerships, service centres and customer familiarity.
VinFast’s ability to build its own retail and service network will therefore be important to its competitive positioning.
A large showroom network can improve customer access, but it also requires investment in inventory, employees, spare parts, service equipment and local marketing.
Company to Build Charging Infrastructure
VinFast says it is also working on charging infrastructure alongside its dealership expansion.
This is an important component of its two-wheeler strategy because charging availability remains a consideration for consumers evaluating electric vehicles.
The company has said it is strengthening both charging infrastructure and after-sales services so customers across the planned network can receive support throughout the ownership cycle.
For a new EV manufacturer, after-sales support can be particularly important.
Customers considering a relatively unfamiliar brand may want confidence that spare parts, repairs, software support and battery-related services will remain available after purchasing the vehicle.
VinFast’s India Journey Began With Cars
VinFast entered India’s green-mobility market in 2025 with electric passenger vehicles.
The company currently sells or has introduced models including the VF 6, VF 7 and Limo Green in India, according to the company’s market disclosures and reports on its expansion.
The move into electric two-wheelers represents a significant expansion of its addressable customer base.
Two-wheelers are much more widely used in India than passenger cars, particularly for everyday commuting, last-mile travel and personal mobility.
By entering the segment, VinFast is moving into a category with much higher unit volumes and different consumer economics.
Tamil Nadu Manufacturing Plans Add to India Strategy
VinFast’s broader India strategy includes manufacturing and assembly operations.
The company has been developing its manufacturing presence in Tamil Nadu, with its planned facility at Thoothukudi in the southern part of the state forming part of its India expansion.
A local manufacturing and assembly base could eventually support the company’s ability to serve the Indian market and potentially improve supply-chain efficiency.
The two-wheeler distribution expansion therefore comes alongside a broader attempt to establish VinFast as a long-term participant in India’s EV industry rather than simply an imported-vehicle seller.
Dealer Network Will Be Critical
For electric two-wheelers, showroom coverage can influence both sales and customer confidence.
Unlike some consumer electronics products, vehicles require test rides, registration assistance, financing, servicing and physical support.
A prospective customer may also want to see the vehicle in person before making a purchase.
VinFast’s planned 50-plus showrooms could therefore provide a foundation for building awareness in cities where the brand currently has limited recognition.
However, the effectiveness of the network will depend on whether the company can maintain consistent customer experience across independent dealer partners.
EV Adoption Still Has Significant Room to Grow
The 6.54% electric share of India’s two-wheeler registrations cited by VinFast indicates that electrification has progressed but remains far from universal.
Several factors could influence future adoption, including vehicle prices, financing costs, battery technology, charging availability, running costs and government policy.
For manufacturers, this creates an opportunity to persuade consumers that the total cost of owning an electric two-wheeler can justify the initial purchase price.
Range and charging convenience will also remain important considerations, particularly for consumers who depend on their vehicles for daily commuting.
VinFast Wants to Build a Long-Term Presence
VinFast executives have described India as an important market within the company’s global expansion strategy.
Vo Thi Cam Tu, managing director of VinFast E-Scooters Overseas Market, said the company’s dealer partnerships reflect its long-term commitment to India and its expectations for the country’s electric-mobility market.
Anurag Saxena, CEO of VinFast India E-Scooters, said the partnership with more than 50 dealers across 15 states and territories and 34 cities marks the beginning of the company’s electric-motorcycle expansion in India.
The comments indicate that the company sees the dealer agreements as the starting point for a larger two-wheeler strategy rather than a limited pilot.
Competition Could Intensify
VinFast’s entry could add another international player to India’s rapidly developing electric two-wheeler industry.
Established Indian manufacturers have advantages in local distribution, brand recognition and service networks. Meanwhile, EV-focused companies have developed expertise in batteries, software and connected-vehicle technologies.
VinFast will need to differentiate its products through pricing, design, technology, range, performance and ownership experience.
The company will also need to establish sufficient sales volumes to make its expanding dealer network economically viable.
The Bigger Picture
VinFast’s decision to establish more than 50 electric two-wheeler showrooms shows the increasing importance of India’s EV market to global manufacturers. The company is moving beyond passenger cars and targeting a vehicle category that represents a much larger share of everyday personal mobility in India.
The 50-plus LOIs provide VinFast with a planned footprint across 34 cities, but the next challenge will be converting those agreements into operational dealerships, generating customer demand and establishing reliable after-sales support.
India’s relatively low electric share of total two-wheeler registrations also leaves substantial room for future EV adoption. Whether VinFast can capture part of that opportunity will depend on its products, pricing, manufacturing strategy, charging network and ability to compete with established domestic manufacturers.
Looking Ahead
VinFast’s immediate priority will be turning its dealer agreements into functioning showrooms while building charging and service infrastructure around them. A national network across 15 states and Union Territories could give the company broad customer access when its electric two-wheelers officially expand across India.
Over the longer term, the company’s success will depend on whether it can establish the same kind of consumer trust and service reach that established Indian two-wheeler manufacturers already possess. If VinFast can combine competitive products with local manufacturing, accessible financing, charging support and dependable after-sales service, its entry could add another significant competitor to India’s expanding electric two-wheeler market.
